South Korea’s Early Voting Turnout Reaches 23.51 Percent
The NEC confirmed that 10.49 million of the country's 44.64 million registered voters cast ballots across the two-day early voting window, decisively eclipsing the previous benchmark of 20.62% established during the 2022 local elections.
The record-breaking pace was evident from the opening day. First-day turnout reached 11.6%, surpassing the prior first-day high of 10.18% recorded in 2022. The second day contributed an additional 11.91%, pushing the cumulative early voting rate to the historic 23.51% final figure.
Media, drawing on NEC data, noted that every major region across the country outperformed its 2022 early voting numbers. South Jeolla province led all major administrative regions in participation, while Daegu posted the lowest early turnout among comparable areas.
Polling stations opened nationwide on Friday and remained operational through Saturday, with voters permitted to cast ballots outside their registered home constituencies — a flexibility introduced when South Korea launched its nationwide early voting system in 2014 to boost electoral accessibility and engagement. Participation rates have climbed steadily across both national and local contests since the system's inception.
The elections will determine mayors, governors, local council members, and education officials across the country. All ballots — both early and election-day — will be tallied together on June 3.
