Rubio Announces Quad Deals on Maritime, Energy Security

(MENAFN) US Secretary of State Marco Rubio on Tuesday launched a sweeping set of multilateral initiatives with key Indo-Pacific allies, targeting maritime surveillance, port development, critical minerals, and regional energy security.

"We have real concrete achievables that we can announce to our respective countries and to the world," Rubio said in New Delhi following high-level talks with his counterparts from India, Australia, and Japan.

Speaking at a joint press conference under the framework of the Quadrilateral Security Dialogue — widely known as the Quad — Rubio outlined two major maritime security undertakings agreed upon by the four nations.

"The first is the launch of the Indo-Pacific Maritime Surveillance Corporation Initiative, which is going to leverage each of our country's maritime surveillance capabilities in the Indo-Pacific to enhance information sharing," he said.

Rubio also confirmed the expansion of the Indo-Pacific Maritime Domain Awareness Initiative, a program he said would deliver "near real-time commercial maritime domain awareness data" to nations across the region.

The second maritime initiative centers on port infrastructure, with a particular emphasis on addressing capacity shortfalls across Pacific Island nations.

"We're announcing plans to work with Fiji to advance that country's port infrastructure," Rubio said, describing it as an unprecedented collaborative effort among the Quad partners.

Critical Minerals and Energy Security
Beyond maritime affairs, Rubio unveiled a new Quad Critical Minerals Framework designed to align investment strategies and economic policies across the alliance, with specific focus on the mining, processing, and recycling of critical minerals essential to modern supply chains.

On the energy front, Rubio announced a dedicated Quad Indo-Pacific energy security initiative aimed at fortifying regional resilience. The program will encompass technology collaboration, policy coordination, international market analysis, and joint emergency response exercises. The US Department of Energy is set to host a fuel security forum for Quad partners later this year.

"We are beginning to show real achievements and real accomplishments. We are deeply committed to this partnership," Rubio said.

"It is a linchpin and a cornerstone of our global strategy as a nation in the United States," he added.
